Mayor can Veto or create a law as Needed If Mayor is indifferent or undecided on a law a majority vote of the family can put it into place. The Militia enforce the law and police the city. Citizens can report a crime directly to the secretary at the Militia Barracks, or to any patrolling security groups. Those thrown into The Clink (prison) forfeit the right to any possessions on their person at the time of internment. Anyone who evades their punishment, is added to a Bounty List and hunters are sent after them. Anyone who returns to the city after they are banished, forfeit their lives.

Horizon Law is upheld by the Militia; originally a military force raised from the civil population of Horizon, it is now a highly trained group of various skilled squadrons.
The militia patrols the borders of the city, combats Phreak attacks and provides law enforcement for the civilians that dwell within the confines of Horizon. Their work detail includes security of the industrial area, personal protection for The Mayor and other important, high ranking personnel, and enforcement of Horizon Laws.
Custodial sentences are carried out within the prison establishment known as The Clink. A re-purposed Insane Asylum, the padded cells provide perfect confinement for the most vicious of criminals.
Death sentences are carried out usually by firing squad, but public executions are not uncommon. Hanging is the preferred way, sometimes preceded by being drawn and quartered, dependant upon the crime. The corpses are always burnt afterwards, to prevent the spread of infection and disease.
If the number of sentence dodgers is large, or Phreak attacks are prevalent, the Militia will sometimes outsource to bounty hunters to bring in those who attempt to evade justice. Bounty hunters are not exempt from the laws of Horizon; killing of their bounty, anyone associated with the bounty, or anyone else during hunting of the bounty, is strictly prohibited, unless the person is a Wanted Dead. Reparation is payable for any damage caused to any person/s, and/or their belongings, during a hunt.
Bounties are posted on a noticeboard outside the main office, with an artist's sketched rendition and details of the crime committed. Bounty Hunters can either be paid in supplies or with ration tickets upon production of a person from the bounty list and once their identity has been verified.
Criminals Wanted Alive are usually brought in for questioning and a bounty is not payable if they are terminated by the hunter. Criminals Wanted Dead can be killed on sight, as they are due to be executed anyway.
Militia personnel are housed in barracks and usually share a dormitory. The onsite cafeteria provides three basic meals a day and water rations. Uniforms are issued as standard and there is a secure armoury at the heart of the complex. Every new squad-member is assigned to a unit and only permitted to utilise melee weapons, until completion of basic field training when artillery is then issued.
