The original founding members of Horizon came from far and wide; they were originally a small family who travelled the globe, picking up stragglers and other survivors on the way. Eventually, they formed a convoy so large, that it became difficult to look after everyone on the go and so a decision was taken: When somewhere suitable appeared, they would set up home and raise their children. Eventually, they made camp beside a giant river, at the edge of a huge swathe of wasteland.
These were the foundations that eventually became the city of Event Horizon.
Upon settling, each family unit took on tasks that became their line's eventual responsibilities; shelter, food, water, clothing, medical care, education and so on.
As the years passed, lines merged as children married each other. In-fighting and battles with Phreaks wiped out some lines entirely, meaning their responsibilities had to be shared out between the others. Alliances were forged as one line or another made greater developments in their area of expertise, and other lines diminished as they became less important.
Eventually, there were only 3 families left.
They form the present day Council of the city, which works on behalf of the citizens to ensure a peaceful, profitable and prosperous life in this new, challenging climate. They each take responsibility for numerous areas of the city, providing counsel, guidance and feedback from the citizens.
The 4th is the Mayor's line.

The Mayor - The Steamworks, The Water Filtration Factory , The Clockwork Factory & The Rudimentary Labs.
Mondragon (Rafe) - The Militia & The Clink, The School & Basic Library
Sirenia (Lucille) - The Hydroponics factory & Livestock, The Market & The Methane Factory
Caine (Elias) - The Hospice, The Crematorium, & The Pharmaceuticals
Note: The above players can be contacted for plotlines regarding their character's area of expertise, or if you'd like to join their family via adoption, being a relative, apprenticing to them, working for them etc.
None of which is compulsory; it's all completely your choice.
